Dr. Joyce Fields, Senior Pastor 

   

Senior Pastor Joyce Fields is a native Washingtonian and the third of four children. She attended the DC public schools and received a Bachelor of Science degree in Business Administration from Georgetown University in May 1977. 


In high school she always wanted to be a cheerleader but soon realized she was not athletically inclined enough for that activity. But her teachers noticed that she had excellent writing skills, a creative imagination, and a captivating sense of humor. Several of her poems and stories were chosen for contest entry and publishing in the Reader’s Digest. Because of her writing skills she looks forward to someday authoring a book in the future. 


In October 1974 Pastor Fields preached her initial sermon at Little Rock Bible Church of God in Washington, D.C., under the Pastorship of Bishop Clarence B. Richardson. In August 1977, she was ordained Evangelist by the Presbyterian Board of Bible Churches of God, Inc. She later attended Jericho Christian Training College, completed courses in religious studies, and received a Doctor of Divinity degree in June 2003 from the New Hope and Life School of Religion Theology and Seminary, certified by the Maryland Institute of Higher Education. 


Pastor Fields began a 32-year journey with the U.S. Nuclear Regulatory Commission (NRC) in January 1979 in Federal Government Contracting. She began as a Procurement Intern and retired as a Procurement Policy Manager in October 2008. After retiring she returned to NRC as a rehired annuitant Small Business Manager in the Office of Small Business and Civil Rights until March 2010. There she enjoyed assisting small, minority, and women-owned businesses with developing their company profiles allowing them to become qualified participants for Federal contract opportunities and awards. When asked why she worked at NRC for so many years she responded “God blessed me with favor among my colleagues and the agency management. Until my granddaughter was born, I had no good reason to leave.”  


During her tenure at NRC, she started a noonday/lunchtime Bible Study which employees of various nationalities and religions enjoyed. When she took on the challenge of teaching this weekly class, she quickly realized how important it is to “…study, know, understand, and rightly divide the Word of God.”  


In May 2019, she received the State of Maryland authorization to be CEO of Acquisition Consulting Services, LLC (ACS), a company providing procurement and administrative consulting services to private, state, local, and federal agencies. She has also held contract specialist consultant positions at the Environmental Protection Agency, Internal Revenue Service, Department of Health and Human Services, and currently at the Department of Defense. One of her most memorable consulting experiences is assisting DHHS in the procurement of more than 100 medical professionals, administrative staff, and PPE supplies during the COVID-19 pandemic. 


Pastor Fields has faithfully served the RLOC ministry since its beginnings in 1985. She enjoys teaching Wednesday Night Bible study and serving as president of RLOC’s Women’s Ministry, Women of Wisdom (WOW). She has organized retreats and conducted revivals and leadership workshops. She has developed and teaches the “Fulfilling Your Financial Destination” class for the New Hope and Life School of Religion Theology and Seminary. She is a certified instructor of the Crown Financial Ministry, a member of Dave Ramsey’s Financial Peace University team of certified coordinators, and she has been a certified instructor of the Evangelical Training Association since 2005.

 

Pastor Fields is married to RLOC’s Founding Pastor, Dr. David Fields, Jr., with whom she shares three gifted and talented children: Nathaniel and Emmanuel (twins), and Tiffany; two wonderful daughters-in-law Alexis and Kimberly; son-in law Malik; and grandchildren Madison, Matthew, Maxton, and MaKenna. Co-Pastor Fields loves shopping, bowling, walking, and cooking her favorite southern dishes and desserts. She exemplifies a sincere love for God, her family, RLOC members, and friends. 

      

 

 

Dr. David Fields, Jr., Founding Pastor

 

Founding Pastor David Fields, Jr. was born in the small town of Maxton, North Carolina. He is the oldest of seven children. Pastor Fields was educated in and graduated from the public school system of Maxton. After graduation he attended Livingstone Methodist College in North Carolina, where he studied theology for two years. 

 

Pastor Fields was introduced to Christ at a young age. At the age of 17, he began to serve at St. Matthews AME Zion Church where he held several positions including Sunday School Superintendent and National AME Zion Sunday School Convention Delegate. In 1977, under the spiritual tutelage of Bishop Clarence B. Richardson, Pastor of Little Rock Bible Church of God, he was licensed to preach the gospel. Pastor Fields was ordained as an Elder two years later in 1979. Pastor Fields continued his Christian education at Howard University School of Theology, Washington Bible College, and Jericho Christian Bible School.
 
God called Pastor Fields to lead His people and he was ordained to the office of Pastor in 1984. In October 1985 Pastor Fields completed renovations on the building where God would open the doors of His church. It was at this time that he became founder and Pastor of the St. James Church of Deliverance. God eventually led Pastor Fields to the church’s current location and after renovations, services began in February 1998.
  
In 2003 Pastor Fields received a Doctor of Divinity degree from the New Hope and Life School of Religion Theology and Seminary, certified by the Maryland Higher Education Commission.  

 

God revealed a new mission and vision for His people to Pastor Fields and in February 2010 the church was renamed Redeeming Love Christian Center (RLCC). Later an Evangelistic outreach ministry was launched with team leaders organizing outreach activities. As a result, in October 2014 the church name was changed to the current Redeeming Love Outreach Center (RLOC). In addition to his work as a pastor and various other achievements, Pastor Fields has been known to find time for a good game of golf. 
 
Pastor Fields is married to Senior Pastor, Dr. Joyce Fields who  worked and stood by his side in the position of Co-Pastor until she was elevated to Senior Pastor on July 2, 2023, at which time he became Founding Pastor. He is a loving family man and has two sons, and two daughters-in-law, a daughter, and a son-in-law, and four grandchildren.
